Google Ads vs Meta Ads: Where Should Pakistani Businesses Spend?
Short answer: Google Search ads can reach people actively searching for a solution, while Meta campaigns can reach or re-engage audiences across its apps. Which is better depends on the goal, audience, offer, tracking and economics of your business. Compare qualified leads or sales and their cost, not clicks alone.
The core difference: intent vs interruption
Google Ads captures intent. Someone searching "best laptop under 150000 in Pakistan" is in buying mode. You appear in front of them at exactly that moment.
Meta placements can introduce an offer to audiences who are not actively searching at that moment, as well as reach people who already know the business. Campaign setup and objective affect what action the system is asked to optimize.
Google captures demand. Meta creates demand. Both are valuable — just at different stages.
When Google Ads wins
- High-intent services: plumbers, lawyers, clinics, B2B services — where the customer is actively searching. A person actively searching for a service may show stronger immediate intent, but lead value still depends on fit, qualification, conversion rate and customer value.
- Established product categories: if people already search for your product (mobiles, laptops, property), Google Shopping and Search campaigns drive direct revenue.
- Local businesses: nothing beats search intent combined with a strong Google Business Profile for local demand.
When Meta Ads wins
- Visual, impulse products: fashion, beauty, home decor, gadgets — things people buy because a photo made them want it. That's Meta's home turf.
- New categories: if your product is so new that nobody searches for it, you have to create demand on Meta first.
- Retargeting: bringing website visitors back — Meta retargeting remains the cheapest and most effective way to do it.
- Video storytelling: UGC-style videos and product demos perform organically on Meta and Instagram too.
How to split your budget: a practical framework
There is no universal formula for splitting budget, but this starting point works well:
| Business type | Suggested starting split | Why |
|---|---|---|
| Services / B2B | 70% Google, 30% Meta | Intent wins; Meta for retargeting |
| Ecommerce (fashion/beauty) | 40% Google, 60% Meta | Visual discovery + Shopping ads combo |
| Ecommerce (electronics) | 60% Google, 40% Meta | Search + Shopping intent is strong |
| New product / brand | 20% Google, 80% Meta | Create demand first, then capture it |
One practical starting point is to choose the campaign most closely tied to the business goal, confirm conversion tracking, and review whether the available budget produces meaningful outcomes. If you test both platforms, compare a defined period using the same business outcome and consistent attribution rules.
Pakistan-specific realities you must factor in
- COD dominates: with cash on delivery, a "purchase" event isn't a real sale — track return/refusal rates and feed them back into optimization.
- Payment friction: ad accounts need an international card; billing failures pause campaigns without warning. Always keep a backup payment method.
- Click costs: Meta clicks are cheaper but lower intent; competitive Google keywords (insurance, legal) can have high CPCs. Always compare cost per acquisition, never cost per click.
- Language: Roman Urdu ad copy often outperforms English with Pakistani audiences — test it.
The funnel that uses both
The best-performing setup I typically recommend:
- Meta (prospecting): broad audiences, UGC video creatives — create demand, drive traffic to the site.
- Meta (retargeting): bring back visitors, video viewers and add-to-carts — this is usually your cheapest conversion.
- Google (brand + category search): people who now know you will search your brand — be there, or a competitor will buy your name.
- Google (high-intent non-brand): capture category demand with Shopping and Search.
This funnel is the backbone of the paid media strategy work I do — adjusted to each business's numbers.
Measurement: the unsexy part that decides everything
Both platforms love taking credit for the same conversion — Meta will claim it, and so will Google. To know the truth:
- Server-side tracking: browser pixels lose half their events to iOS privacy restrictions. Server-side is no longer optional.
- Assisted conversions: in GA4, look at assisted conversions per platform, not just last-click.
- MER: track Marketing Efficiency Ratio (total ad revenue ÷ total ad spend) weekly — that's the real scoreboard.

Frequently asked questions
Is Google Ads or Meta Ads cheaper in Pakistan?
Meta Ads usually deliver cheaper clicks and impressions, but Google Ads clicks convert at higher intent. Compare cost per acquisition, not cost per click — the cheaper click often isn't the cheaper customer.
Can I run both on a small budget?
Yes, but don't split a tiny budget across both from day one. Start with the platform that matches your demand type, prove unit economics, then expand.
Do Meta Ads work for B2B in Pakistan?
They can for awareness and retargeting, but B2B lead quality from Meta is typically lower than Google Search. Use Meta to warm up audiences, then capture the demand on Google.
